The Skilled Nursing Facility (SNF) Value-Based Purchasing (VBP) Analysis is intended to provide member SNFs with a preview of the federal fiscal year (FFY) 2019 Medicare SNF VBP Program based on publicly available data and program rules established by the Centers for Medicare and Medicaid Services (CMS). The report included in this analysis estimates SNF VBP score and estimated contribution amounts and provides full detail on how the points and scores for the SNF VBP measure are calculated.
The analysis of the FFY 2019 program does not use the actual data CMS will use to calculate final SNF VBP scores and Medicare payment redistributions. This data will not be publicly available until on or around the date that the official program is implemented. CMS has not yet adopted an exchange function so this analysis does not yet include monetary impacts from the program.
Unlike the IPPS VBP program, the SNF VBP program will not be budget neutral nationally.
