As you may know, the Centers for Medicare and Medicaid Services (CMS) has determined that political contributions and the cost of lobbying activities are not an allowable Medicare expense. In the case of organizations such as the South Dakota Association of Healthcare Organizations (SDAHO), that includes the portion of dues applicable to lobbying activities.
As such, the amount of membership dues used for lobbying purposes as defined by Medicare is 6.42 percent for 2016.
