Interim Joint Committee on Appropriations Reviews COVID Funding

The Interim Joint Committee on Appropriations (JCA), co-chaired by Rep. Chris Karr (R-Sioux Falls) and Sen. John Wiik (R-Big Stone City), held its second meeting of the 2020 interim on June 24.

Jeff Mehlhaff, Sr Fiscal Analyst, Legislative Research Council provided an update on FY2020 Revenues, and Mark Quansey, State Economist for SD Bureau of Finance Management (BFM) presented on the States COVID economic metrics, the Highway Fund, and the Tourism Fund. Liza Clark, CFO for SD BFM informed the JCA that the Bureau has created a webpage for cities and counties to learn more about the COVID Recovery Fund.

Highlights:

  • $45M of federal funds transferred to cover unemployment insurance
  • $200M of the COVID-19 federal aid to state governments distributed by the 2019 Census
  • $6.5M federal COVID-19 funds for improving broadband service
  • Special session, Legislature asked to approve Small-Business Grants using the COVID Federal Aid

In addition, the Committee adopted the letter of intent regarding provider inflation through the FY2021 General Appropriations Act which approved a base funding increase of 2% for all provider groups.  Click here to see the adopted letter of intent.
