LeadingAge just received notice on 4/19 of the release of the FY 2020 SNF proposed rule and the FY 2020 hospice wage index proposed rule. SDAHO will share a summary and analyses in the near future. We encourage members with questions or feedback to reach out to SDAHO and/or Leading Age as we’ll be composing a response for the public comment request.
FY2020 SNF Proposed Rule
This includes information related to the transition to the Patient-Driven Payment Model (PDPM), updates to the value based purchasing program (VBP) and quality reporting program (QRP), and a proposed 2.5% payment update.
FY 2020 hospice wage index proposed rule
The proposal included a 2.7% payment update for FY 2020. Additionally, this includes rebasing the continuous home care (CHC), general inpatient care (GIP), and the inpatient respite care (IRC) per diem payment rates.
Also, the rule proposes to modify the election statement requirements to require the hospice to include additional information aimed at increasing coverage transparency for patients that elect hospice. CMS is soliciting comments on the interaction of the hospice benefit and various alternative care delivery models, specifically the CBID carve-in. CMS will continue its work to modernize and strengthen Medicare operations through proposals to the Hospice Quality Reporting Program (HQRP).
