Legislative Update: Week 3

With week 3 of this year’s legislative session wrapped up, there have been several more healthcare related bills filed. As of now SDAHO is currently following 62 pieces of legislation. Of those on the SDAHO Bill Tracker, our positions are:

  • 13- Support bills
  • 34 – Monitoring
  • 3 – Neutral
  • 3- Opposed

There are several bills moving in a positive direction, that the SDAHO advocacy teams feels good about. HB 1015, which will adopt the social work licensure compact. Michele Snyders, SDAHO’s Hospice and Palliative Care Program Manager testified in support of the bill and has been very helpful in pushing the measure to the finish line. It has passed both the House and Senate with it’s last stop the Governor’s desk for final passage.

In addition, HB 1012 which will adopt the interstate counseling licensure compact and revise educational requirements to comply with the compact, has passed the House Health committee in addition to the house floor. Its next stop is the Senate Health committee.

House Bill 1013 adopts the advanced practice registered nurse compact. It has passed both the House and Senate, with its next stop the Governor’s desk for final passage.

HB 1097 will authorize transportation activities by air ambulance operators. The bill was first heard in House Health and Human Services committee on Tuesday Jan. 23rd and was unable to move out of committee due to 4 members being absent, therefore hindering the committee from obtaining a majority vote on any motion.  The main sponsor of the bill along with stakeholders compromised to come up with an amended version which passed out of committee on an 11-2 vote, later in the week. The newly amended version will allow an air ambulance operator to utilize the ground ambulance to transfer a patient from one healthcare facility to another healthcare facility if there are mechanical problems or inclement weather conditions.

As we begin week 4, there are several bills SDAHO’s advocacy team will be following:

  • HB 1147 – |TBD | address discriminatory acts against entities participating in a 340B drug pricing program.
  • SB 080 – |TBD| improve technology equipment for providers of elderly care and to make an appropriation therefor.
  • SB 147 -|Support| provide for the distribution of informational materials regarding palliative care.
  • SCR 602 –|TBD| To analyze and report information on the healthcare workforce in South Dakota.
