CMS releases guidance on Medicaid and CHIP provisions in the American Rescue Plan Act of 2021

The Centers for Medicare & Medicaid Services (CMS) released a Center Informational Bulletin providing general information on the Medicaid, the Children’s Health Insurance Program (CHIP), and the Basic Health Program (BHP) related provisions in the American Rescue Plan Act (ARP) of 2021. The American Rescue Plan was signed by President Biden on March 11, 2021. The guidance provides general information to states on the Medicaid, CHIP, and BHP provisions in the ARP. CMS intends to issue additional guidance in the coming months.  

The guidance contains information on:  

  • Section 9811 and Section 9821 Mandatory Coverage of COVID-19 Vaccines, Vaccine Administration, Testing, and Treatment in Medicaid and CHIP 
  • Section 9817 Additional Support for Medicaid Home and Community-Based Services during the COVID-19 Emergency Period 
  • Section 9819 Special Rule for the Period of Declared Public Health Emergency Related to DSH Allotment 
  • Section 9814 Temporary Increase in FMAP for Medical Assistance under State Medicaid Plans which begin to Expend Amounts for Certain Mandatory Individuals 
  • Section 9815 Extension of 100 Percent FMAP to Urban Indian Health Organizations and Native Hawaiian Health Care Systems 
  • Section 9813 State Option to Provide Qualifying Community-Based Mobile Crisis Intervention Services 
  • Sections 9812 and 9822 Modifications to Certain Coverage under Medicaid and CHIP for Pregnant and Postpartum Women

The guidance also highlights other changes related to Medicaid eligibility provisions and the Basic Health Program. The guidance is available in this informational bulletin. The full text of the American Rescue Plan is available at congress.gov website.
