The potential impact to general fund revenues due to the recent ruling in South Dakota v. Wayfair is just one of the items on the agenda when the South Dakota Joint Committee on Appropriations (JCA) met in Pierre earlier this week.
The Bureau of Financial Management (BFM) memo and the Legislative Research Council (LRC) memo provide background information on the Wayfair case, decision points, procedural next steps and recommendations for clarifying legislation for 2019 following the U.S. Supreme Court’s ruling.
The updated FY 2019 revenue estimates from BFM total $1,641,840,477 on an ongoing basis. This updated projection is $294,793, or 0.02 percent higher, than the Legislative Adopted FY 2019 estimate. Since this most recent forecast is higher than the adopted FY 2019 budgeted level, there is no shortfall in the current fiscal year at this time and no further budget action is necessary per SDCL-4-8A-16.
The JCA discussed the program evaluation for Dakota at Home. The Dakota at Home program is a free information and referral service to provide objective information and options planning to help individuals, regardless of age, disability, or income, identify and access public and private services and supports in their local communities. Over the last several months, Dakota at Home has undertaken an extensive plan to rebrand and improve the program.
