Medicaid Home and Community-Based Services Week | November 16–22, 2025

A Celebration of National Care at Home Month

November is National Care at Home Month, and during the week of November 16–22, SDAHO is highlighting Home and Community-Based Services (HCBS) — specifically those provided through Medicaid.

Medicaid HCBS offer a wide range of services and supports that help individuals with significant health conditions or functional limitations remain in their homes and communities rather than in institutional settings. These services promote independence, dignity, and quality of life by providing both medical and non-medical assistance such as:

  • Home health and rehabilitation
  • Private duty nursing
  • Transportation and nutrition support
  • Employment and community integration assistance
  • Personal care, homemaker, and chore services

Each state designs its own unique Medicaid HCBS programs within a flexible federal framework. These programs are established under various sections of the Social Security Act, each with its own requirements and service options. Common authorities include:

  • Section 1915(c) HCBS Waivers
  • Section 1915(i) HCBS State Plan Option
  • Section 1915(k) Community First Choice
  • Section 1115 Research and Demonstration Waivers
  • Section 1905(a)(7) Home Health Services
  • Section 1905(a)(8) Private Duty Nursing Services
  • Section 1905(a)(24) Personal Care Services
