The Interim Joint Committee on Appropriations (JCA) held their second meeting of the 2019 interim on Monday, July 22. The Interim JCA, co-chaired by Senator John Wiik (R-Big Stone City) and Representative Chris Karr (R-Sioux Falls), invited:
- Commissioner Liza Clark, Bureau of Finance and Management, to discuss revenues, expenditures, reversions, transfers, and the proration of interest earnings for fiscal year 2019.

- The Department of Revenue and the Legislative Research Council also gave an update on fiscal year 2020 general fund revenue projections.
- The Legislative Research Council fiscal staff will provide a summary of the Board of Regents response to the Letter of Intent regarding the University Centers.
- The Governor’s Office of Economic Development presented on the Reinvestment Payment Program. The Committee also discussed dates and sites for the interim state facility tours.
In addition to Senator Wiik and Representative Karr, committee members include Senators Justin Cronin (R-Gettysburg), Brock Greenfield (R-Clark), Jack Kolbeck (R-Sioux Falls), Ryan Maher (R-Isabel), Reynold Nesiba (D-Sioux Falls), Jeff Partridge (R-Rapid City), Margaret Sutton (R-Sioux Falls), and Jim White (R-Huron) and Representatives Hugh Bartels (R-Watertown), Randy Gross (R-Elkton), Taffy Howard (R-Rapid City), Jean Hunhoff (R-Yankton), Lance Koth (R-Mitchell), Sue Peterson (R-Sioux Falls), Doug Post (R-Volga), and Michael Saba (D-Hartford).
