House Health and Human Services Committee

House Health & Human Services Committee met for two days this week.

February 12, the committee heard five bills.

HB 1179 revise certain provisions regarding victims of sexual assault.

This bill was scheduled and tabled, ultimately killing this bill.

HB 1250 revised certain provisions regarding marriage and family therapists.

This bill was heard and amended. The non-controversial pieces of HB1028 were moved into HB1250 and passed out of House Health.

SB 84 authorize the possession and administration of opioid antagonists by school district and nonpublic school personnel.

This bill was brought to ensure school districts were on an equal footing to other public areas that have the authorization to posses and administer opioid antagonists. The bill passed out of committee.

SB 78 exempt certain medical providers from licensure.

The bill had a great discussion with no opposition during committee. It passed out of committee unanimous and placed on the House consent calendar. It passed the Senate without opposition with a 31-0.

SB 72 provide for a form a physician must use to obtain consent to an abortion.

This bill is below the line on the agenda which means it can be pulled up for action at any time. The committee requested to see the physical form before they voted on the bill last week. The form was not readily available; therefore, action on the bill was deferred and finally passed out of committee on February 14.

February 14, the committee heard four bills.

HB 1209     clarify provisions regarding tobacco products.

The bill was amended in committee to tax vaping products and was passed out of committee.

HB 1218     enhance nursing home care in the state.

This was a vehicle bill or empty bill for the title and was tabled in Committee, ultimately killing this bill.

HB 1229     require optional services through Medicaid to be authorized through special appropriation.

This particular bill will split the discretionary and the mandatory parts of the Medicaid program. Discretionary or waiver programs would be funded during the special appropriations which is on-time funding instead of on-going funding. The bill is unclear regarding the definition of discretionary or waiver programs; however, in the most broad terms it would move Medicaid funding for all dental, chiropractic, physician assistant services, pharmacuetial, personal care services and home health aids, hospice care nursing services, optometry, podiatry, physical, occupational, speech therapy, audiology, phychologists, independent mental health practitioners, intermediate care facilitis for the mentally retarded (ICF/MR), prosthetic devices and eyeglasses into a situation of special one-time funding.

HB 1190     provide for certain requirements prior to the performance of an abortion.

HB1190 was substantially amended or Hog Housed in committee with clean-up language dealing with abortion statutes. Final committee action was deferred to a later date as the Prime sponsor was ill and unable to testify today.

HB 1208     establish certain provisions regarding inspections of food service and mobile food service establishments.

Thus far,​ no hearings have been scheduled for the next legislative week.​
